In a shifting federal landscape, states are taking the lead on building decarbonization. This session will share a framework for states to “set the table” for building decarbonization by developing policies across four key areas: equity and workforce investments, carbon reduction obligations, codes and standards, and utility planning and regulation. It will highlight how leading states are advancing building decarbonization – including both electrification and energy efficiency – through innovative policies like clean heat standards, emission-based standards for HVAC and water heating equipment, statewide building performance standards, rate design and affordability strategies, and “future of gas” proceedings. The session will also discuss strategies for states to better engage contractors in policy development, and for contractors to position themselves for success as states seek faster progress on decarbonizing buildings.
