Michelle DeGarmo, founder and CEO of Flatley Read, has worked as a HUD Program Administrator and Environmental Professional (per ASTM 1527) for 25 years. She has provided environmental compliance management training at state and federal conferences, and consulted for multiple NYS agencies. Her areas of expertise include HUD tiered environmental reviews (24 CFR Parts 50 & 58). Michelle and her staff of environmental professionals complete hundreds of HUD programmatic (Tier 1) and site specific (Tier 2) environmental reviews each year for grantees throughout NYS.
